What’s changing with WhatsApp pricing in 2026?

Meta is rolling out three pricing changes on the WhatsApp Business Platform in the second half of 2026, all tied to how non-template messages get billed.

On July 1, 2026, Meta launched the Meta Business Agent Platform. Any partner or business can integrate with it through Meta’s APIs. There’s no charge yet at launch.

On August 1, 2026, Meta starts charging for Meta Business Agent messages, billed per token instead of per message.

On October 1, 2026, Meta starts charging for two things that have been free for a while. Service messages haven’t been charged since November 2024. Utility templates sent inside the 24-hour customer service window haven’t been charged since July 1, 2025. Both change on the same date.

What is Meta Business Agent and why does it exist?

Meta Business Agent is Meta’s own AI system for answering WhatsApp users automatically. It launched July 1, 2026, as a new message category alongside marketing, utility, authentication, and service messages.

Before Meta Business Agent, every non-template reply on WhatsApp fell into one category: service message. It didn’t matter if a person answered or a third-party AI tool answered. Meta billed it, or didn’t bill it, the same way either way.

Meta Business Agent changes that. A business now has two paths for answering non-template messages. A person or third-party AI answers, and it’s billed as a service message. Meta’s own AI answers, and it’s billed as a Meta Business Agent message. Only one charge ever applies per message, never both.

How much does Meta Business Agent cost per message?

Meta Business Agent costs $2.00 per 1 million tokens, one global rate. A typical message consumes 20,000 to 25,000 tokens, which works out to roughly 4 to 5 cents per message. Charges start August 1, 2026.

Token consumption covers two things: reading the user’s message and generating Meta’s reply. Simple answers use fewer tokens. Complex, multi-turn troubleshooting uses more.

Will WhatsApp customer service messages stay free?

No, not after September 30, 2026. Starting October 1, Meta charges for service messages and for utility templates sent inside the customer service window, both free until now.

Service messages get billed at the same per-message rate as utility and authentication templates in the recipient’s country. Meta hasn’t published the exact October rates yet. It’s committed to publishing them by September 1, 2026.

Here’s the catch: service messages don’t get volume discounts. Utility and authentication templates get cheaper per message as monthly volume climbs into higher tiers. Service messages don’t work that way. Whether you send 100 or 100,000 in a month, the per-message rate stays flat.

Meta Business Agent messages don’t use tiers either, since they’re priced per token, not per message.

Service message or Meta Business Agent: which costs less?

It depends on your AI provider and how complex the conversations get. Meta’s own comparison, using Brazil rates for 10,000 messages, puts service messages between $268 and $968 total, versus $400 to $500 for Meta Business Agent.

If your third-party AI provider runs cheap and simple, a service message can cost less than Meta Business Agent. If your AI provider is expensive or your conversations run long, Meta Business Agent can come out ahead.

There’s no universal answer here. Run the numbers against your own message volume and your AI provider’s rate card before picking a path.
